Activation
Assembling of the BLACKSEAFOR ships in a port or at sea in order to perform its activities.
Activation Period
Planned time frame to start and to conclude an activation.
Activation Program
Scheduled events which have previously been constituted and designated so that it can be organized to function in its assigned capacity.
COMBLACKSEAFOR
The commander of the BLACKSEAFOR.
Confidential
A generic term used to indicate the level of classification that should be used among the Parties for BLACKSEAFOR activities only.
Consensus
Consensus will be understood to mean the absence of any objection by any Party to the taking of a decision.
COS BLACKSEAFOR
Chief of Staff of the BLACKSEAFOR.
Exercises
A military manoeuvre or simulated maritime operation within the tasks of BLACKSEAFOR involving planning, preparation and execution which is carried out for the purpose of training and assessment.
Force
The military elements/units of one Party assigned to BLACKSEAFOR, when in the territory of another Party in connection with their official duties related to BLACKSEAFOR tasks.
Full Command
The military authority and responsibility of a superior officer to issue orders to subordinates. It covers every aspect of operations and administration and exists only within national services. It follows that BLACKSEAFOR commander has not full command over the forces that are allocated to the BLACKSEAFOR.
HEADQUARTERS Of The Opblackseafor
Headquarters of the Flag Officer who is responsible for performing the duties of an Operational Control (OPCON ) Authority of BLACKSEAFOR.
Host Party
The Party in the territory of which the BLACKSEAFOR activities are carried out.
Level Of Classification
Determined level for protection of official information or matter in any form, in the interests of security.
Logistic Support
Supporting the activities with its logistic needs by logistic planning.
Interoperability
The ability of systems, units or forces to provide services to and accept services from other systems, units or forces and to use the services so exchanged to enable them to operate effectively together.
Observer
The representatives of the third States or international organizations who observe the BLACKSEAFOR activities upon invitation.
OPBLACKSEAFOR
OPBLACKSEAFOR (Operation Control Authority BLACKSEAFOR) is a flag officer in the chain of Command Structure of the BLACKSEAFOR with a permanent Headquarters who is responsible for performing the duties of an Operational Control (OPCON ) Authority.
Operation
An action for carrying out the tasks of the BLACKSEAFOR.
Operational Command
The authority granted to a commander to assign missions or tasks to deploy units, to reassign forces and to retain or delegate operational and / or tactical control as may be deemed necessary. It does not include responsibility for administration or logistics. May also be used to denote the forces assigned to a commander.
Operational Control
The authority delegated to a commander to direct forces assigned so that the commander may accomplish specific missions or tasks that are usually limited by function, time or location; to deploy units concerned and to retain or assign tactical control (TACON) of those units. It does not include authority to assign separate employment to components of the units concerned. Neither does it include administrative or logistic control.

Operational Program
Series of connected operations to be carried out simultaneously or in succession.
Principle Of Rotationy
The principle which regulates the assignment of the BLACKSEAFOR staff or the meetings related to the BLACKSEAFOR.
Sectetariat
A body which is composed of the representatives of the Parties in order to facilitate the BSNC meetings.
Ships Allocated
Ships designated by the Parties to come together to form the BLACKSEAFOR for operational purposes until the operation concludes.
Silence Procedure
Indicating the approval of a proposed draft on a subject, if there is no amendment or objection made accordingly within a determined time frame.
Tactical Command
The authority delegated to a commander to assign tasks to the forces under his/her command for the accomplishment of the mission assigned by a higher authority.
Tactical Control
The detailed and usually local direction and control of movements on manoeuvres necessary to accomplish mission on tasks assigned.
Tatical Manual
A guidance book, evolved as a result of experience and exercises to implement operations based on the concept supporting the various forms of maritime operations. Tactical manuals provide doctrine, tactics, instructions and procedures governing the command, control and manoeuvring of all maritime units.
Terms Of Reference (TOR)
A document which defines in detail the composition, appointment procedures, duties, responsibilities and rights of a person or a body.
Training Activities
The process of bringing naval personnel to an agreed standard of proficiency by practice, instructions and exercises.
Unscheduled Activation
Any kind of additional activation, that is not foreseen in the activation program and is proposed to be discussed and decided by consensus.
Working Language
The language used during planning activities, conducting of exercises, training activities and operations both at sea and in port.
